The 2025 Elections for the CCAPP Board of Directors

CCAPP’s election of members to the board of directors begins on August 26, 2025, with an open nomination process. Nominations close on December 9, 2025. The election voting period will begin on October 25, 2025, and end on December 9, 2025.

There are two different categories for board members: Category A – Individual Members and Category B – Program Members. See the category columns below for details.

Election results will be announced no later than December 24, 2025, by email, social media, and listed below. The new board member’s terms begin at the end of January 2026 and will be listed on the CCAPP Board page after their terms begin.

Eligible voters are members in good standing who are current as of August 26, 2025 (sixty days before the annual membership meeting). The 2025 Membership meeting is on October 25, 2025.

Category A: Individual Members

How the Election Works

CCAPP’s election of members to the board of directors begins August 26, 2025, with an open nomination process. The election voting period will begin on October 25, 2025, and will end on December 9, 2025.

California has been divided into nine districts with approximately equal populations. Each district is up for election every three years. This year, an election will be held for board members in Districts 3, 4, and 7.

Nomination Process

There are three (3) ways in which a person may be nominated. Each district must nominate at least one candidate:

  • Any CCAPP member living within the district may nominate a candidate to represent that district;

  • A CCAPP member living within the district may nominate themselves;

  • The current board’s election committee will nominate at least one additional candidate who lives in each of these three districts if only one candidate has been nominated from within the district.

The only requirement for making a nomination is that the person making the nomination and the person being nominated must both be members of CCAPP in good standing. As per CCAPP bylaws, certified individuals who are not members cannot run for office.

All nominations must be received in the CCAPP office no later than the close of business on September 10, 2025. NO EXCEPTIONS!

Members residing in Districts 3, 4, or 7 are invited to participate in the nominating process this cycle. Members who do not reside in one of these districts cannot participate in the nomination process; however, all individual members will be able to vote for one candidate from each of these three districts pursuant to CCAPP’s bylaws.

To nominate someone to the CCAPP Board, simply fill out the online nomination form (available August 26, 2025) no later than the close of business on September 10, 2025.

Candidates for Election to the Board of Directors

Category A: Individual Members

These individual members have been nominated for the election. The CCAPP Election Committee has conducted due diligence to ensure these candidates are current members in good standing and have no unresolved ethics violations with CCAPP. Remember, members can vote for one candidate in each district irrespective of their district of residence.

District 3 Candidates

Candidate Statement

It is truly an honor to be considered for a role within CCAPP. I have long admired the legacy and leadership of individuals such as Phil Allen, former CEO of Pat Moore Foundation, and Roger Kendrick. I continue to draw inspiration from Pete Nielsen, Kristina Padilla, and Devon Wayt, whose tireless dedication and integrity sot a standard I aspire to meet in my own professional journey.

I proudly display my CCAPP certifications (CAMS, CTE, OMHRS. CMHRPS) in my office; a reflection of my commitment to excellence and continuing professional growth, I have also completed an educational requirements in addiction studies and am in the process of submitting my application for the IC&RC exam.

My motivation entering this field was deeply personal. I lost my sister to a heroin overdose in 2000, and my mother-who struggled with anxiety and depression – passed away in 2010. My own recovery began much earlier when I entered Phoenix House in 1985, successfully completing the program in 1988. After several years of sobriety and professional success as an executive with Co1dwelJ Banker, I relapsed in 2000.

Everything Changed on August 2, 2006-the day of my arrest and the beginning of a new chapter. With my children placed in foster care, I entered Drug Court, completed Cooper Fellowship and Perinatal programs, and worked NACHT at Pat Moore Foundation. Within a year, I regained custody of my children and began advancing professionally, ultimately becoming Director of Finance/Admissions before our 2017 merger with D’Amore Healthcare.

Since 2020, I have served as Chief Operating Officer at O’Amore, overseeing operations across five mental health facilities. These experiences fuel my passion for reducing stigma, expanding access, and mentoring others. Being considered for a CCAPP role is a deeply meaningful opportunity to give back to the community that helped save my life.

Candidate Statement

With an expansive career spanning 15 years in the field of substance use disorder treatment, Elizabeth currently serves as the Executive Director at Wellness Recovery Center, a role in which she brings a wealth of expertise, dedication, and a profound commitment to transforming the lives or women struggling with disordered eating. As a CCAPP Board Member since 2020, Elizabeth hopes to continue to support the organization to build thoughtful systems that solve problems, spark growth and create hope. Driven by curiosity and bold action, she seeks to explore what is possible, challenge the status quo, and design structures that empower people and ideas to move forward with purpose.

District 4 Candidates

Candidate Statement

I am honored to be nominated for election to the CCAPP Membership Board of Directors. For more than thirteen years, I have worked to strengthen California’s behavioral health and substance use disorder (SUD) systems through leadership, workforce innovation, and a deep commitment to equity and access to care.

In my current role as Project Director and Senior Consultant II at Advocates for Human Potential (AHP), I lead statewide initiatives focused on advancing and sustaining California’s behavioral health workforce. Most recently, I directed the development of the AB 2473 80-Hour SUD Counselor Curriculum, a historic initiative designed to support the preparation, retention, and professional growth of new counselor registrants. My earlier roles include Implementation Specialist for the Behavioral Health Continuum Infrastructure Program (BHCIP), and Clinical Director and Program Manager for multiple residential and reentry programs in partnership with the California Department of Corrections and Rehabilitation (CDCR) and Los Angeles County’s AB 109 initiative.

I hold a Doctorate and Master of Arts in Clinical Psychology, a Bachelor’s in Organizational Leadership, and a Master’s in Banking and Financial Services Management. I am also a Licensed Advanced Alcohol and Drug Counselor (LAA DC) through CCAPP.

If elected, I will focus on enhancing member engagement, retention, and career advancement opportunities for CCAPP professionals. My goal is to strengthen the sense of belonging, recognition, and ongoing professional development that fuels both individual growth and the vitality of our field. I am committed to collaboration, transparency, and advancing CCAPP’s mission to empower and support its members statewide.

Candidate Statement

Sherry has dedicated her life to supporting people affected by addiction and helping them find hope in recovery. Born and raised in South Bay, California, her own recovery journey inspired her to enter the field of substance use disorder (SUD) treatment in 2013. Experiencing firsthand the challenges of addiction and the courage it takes to seek help fuels her passion for guiding others on their path.

Sherry is Manager of Outpatient and Care Coordination at Fred Brown Recovery Services in San Pedro and Evening Supervisor at American Indian Changing Spirits. She earned her counseling certificate from Long Beach City College in 2016 and currently holds an SUD counseling certificate through CCAPP. Known for meeting people where they are, Sherry supports both staff and clients with dignity, empathy, and respect. Over the years, she has built strong relationships with community leaders, from local councilmembers to the Los Angeles County Board of Supervisors.

She has become a trusted voice and bridge between providers, agencies, and policymakers. Sherry has a natural ability to connect people and foster collaboration, often bringing providers together to share resources and strengthen services. She is someone others know they can count on- always approachable, available, and willing to step in to help. Sherry has worked with Los Angeles County DMH, numerous outreach organizations, and volunteered with at-risk youth to help break cycles of addiction. Well-known and respected in behavioral health, she currently serves on the CCAPP Board of Directors. By combining lived experience, clinical training, and leadership, Sherry has become a champion for both clients and providers, working to lift the field and keep recovery at the heart of it all.

District 7 Candidates

Candidate Statement

Even having been nominated to serve on the CCAPP Board by my friend and colleague John Bokanovich has been an honor by itself. So let me start by saying how thankful I am to have this opportunity. CCAPP has given so much to me in so many ways that the chance to give back seems almost too good to be true. I am a man with 21 years clean and sober but I never want to forget that all I really have is one day at a time. Early in my journey I came to realize that my recovery was something I didn’t earn or even deserve …… it is a gift and the only way I could keep the gift was by giving it away. This opportunity to be of service should be a good fit. I have worked for the same company (Sun Street Centers) my whole time in recovery the first couple of years part time and now full time over the last 19 years having passed my CASI exam in 2006. I became a CAS Ill in 2014 and am now a LAADC-CA. I feel honored to have been awarded the CCAPP “ABOVE & BEYOND” certificate in 2018. Thanks for considering me for this position.

Candidate Statement

My name is Dr. Guillermo Rodriguez, and I would like the opportunity to serve another term as an Individual Board Member for District 7 because I believe in change and understand that it starts from within. As the current Policies & Procedures and Membership Committee Chair, I have seen the positive impact CCAPP has had in promoting opportunities to grow the profession.

At one point in my life, I struggled with addiction, which led to my time in prison. Then, I found recovery, went back to school, earned my CADC II, and eventually earned my Doctor of Social Work at the University of Southern California. Today, as a professor at California State University, Monterey Bay, I always encourage students to pursue their dreams, reach their goals, and motivate them to become the next generation of SUD counselors.

When I discovered CCAPP, I found a place where I was welcomed and felt safe. This is the light I bring to others in our community as a professional. I also work in the emergency department and witness the damage caused by substance use and mental health issues in our community. As a clinical social worker and a substance use navigator, I stay informed on the latest research about treatment approaches, especially for our youth.

I hope to earn your vote and continued support as I seek another term for District 7. My mission is to continue educating, speaking from the heart, and standing for those finding their way to recovery.

Mahatma Gandhi once said, “Be the change you want to see in the world.” I strive to embody that change through resilience, passion, and service. I look forward to continuing to represent District 7.

Every year there are SEPARATE elections for three Program Board Members (and for three Individual Member Board Members). CCAPP Member Programs’ Authorized Representatives participate only in the election for Program Board Members. (CCAPP Individual Members participate only in the election for Individual Member Board Members.)

Nomination Process

There are two (2) ways in which a person who is the Authorized Representative of a CCAPP Program Member may be nominated:

  • Any CCAPP Program’s Authorized Representative may nominate another CCAPP Program’s Authorized Representative Member from anywhere in California;

  • Any CCAPP Program’s Authorized Representative may nominate themselves.

All nominations must be received in the CCAPP office NO LATER than the close of business on September 10, 2025. NO EXCEPTIONS!

Candidate Statement

Greetings, I have been a long time supporter of CCAPP and the workforce overall. I currently serve as the Credentialing Chair and have served on other Boards with CCAPP and CAADAC previously. I am a LAADCCA and have my masters degree in I/O Psychology. My passion for the profession, the work we all do, and the people we help is one of the most important things that I cherish. I am honored to be a part of such a noble profession, helping people change their lives. The other thing that I really focus on, during my time as a Board member, is protecting those individuals who are entrusting us to help them. Therefore, just as I look deep into how to best serve clients, I look at the counselors and the workforce much the same way. I ask myself what is in the best interest of those entering or that have entered this profession to help others. Safeguarding our profession from unscrupulous practices and people is something else I am passionate about. I have served as the Credentialing Chair now for three years and have been honored to carry out these duties in the best interest of the profession. I humbly ask for your vote to continue the work and have a positive impact on our profession

Candidate Statement

For nearly twenty years, I have dedicated my career to addiction treatment and recovery. As Vice President of New Found Life, I help lead a respected residential and outpatient program that has supported individuals and families for over thirty years. My experience includes program development, regulatory compliance, accreditation, insurance contracting, and strategic leadership—yet more importantly, it reflects a strong commitment to helping people recover and rebuild their lives.

Throughout my career, I have gained a thorough understanding of the challenges faced by treatment providers—from workforce development and evolving regulations to financial pressures that affect program sustainability. I believe CCAPP plays an essential role in addressing these issues by advocating for providers, raising professional standards, and expanding access to quality care across California.

If elected, I will approach my role on the Board with a collaborative, solution-focused attitude, rooted in practical program leadership and a belief in continuous improvement. My aim is to help CCAPP continue leading our field with integrity, compassion, and a focus on long-term recovery results.

It would be an honor to serve alongside my colleagues and contribute to advancing our profession, our programs, and the lives of the individuals and families we assist every day.
